A traffic top-up does not unfreeze your balance. Renewing or reactivating the subscription does. A top-up buys GB, not time. Extra traffic runs on the same clock as your subscription, so if you added GB while the plan was active and the plan has since expired, that traffic froze along with the rest of the balance. Nothing was bought in error. Add traffic is only offered while a subscription is active, so it is not the route out of a frozen balance in the first place.
