Neither product is better than the other. ISP proxies and rotating proxies solve different problems, so the right choice depends on whether your work needs one steady IP or many.
Quick decision guide
If a site or account must see the same IP every time, choose ISP proxies.
If you need many IPs, or targeting below country level, choose Rotating Residential or Mobile.
For any country outside the nine ISP locations, rotating is the only option.
If your tool needs UDP, only ISP proxies support it.

Which one costs less depends on volume
ISP proxies are billed per IP and carry unlimited traffic on each IP. Rotating proxies are billed per GB, with no limit on IP count.
A few IPs moving heavy traffic is usually cheaper on ISP. A job touching hundreds of IPs with little data through each one is usually cheaper on rotating.

Ask what your task depends on. If the target should see the same returning visitor, pick ISP; if it should see fresh visitors, pick rotating.
The choice is not permanent. Static IPs can be converted into rotating residential traffic, and back.
