Unused traffic is not deleted at the end of your billing cycle. It carries over.
If your plan gives you 5 GB and you have 3 GB left when the cycle renews, your new cycle starts with 8 GB.
What happens in each situation

Moving from a subscription to Pay-as-you-go is not a downgrade, it is a different product, and the balance does not follow you. If you have unused traffic and you are thinking about switching, use it first.
Frozen traffic does not expire
There is no deadline and no cap. Frozen traffic sits on your account until a new subscription activates, then it is added back automatically.
