A Rotating session gives you a new IP on every request. There is no session to keep and nothing to reset.
Rotating is one of three session types for Residential and Mobile. ISP proxies do not rotate.
Turning it on
Under Advanced settings, set Session type to Rotating.
The dashboard removes the session ID from your username. That absence is what makes it rotate:

Your location stays fixed
Rotation changes the IP, not the targeting. Every new IP comes from the location and filter you selected.
With this username, every request goes out from a different Phoenix IP:
USERNAME-country-us-region-arizona-city-phoenix-filter-medium
Narrow targeting means a small pool. A country rotates across many IPs. A city plus a carrier plus a filter may leave only a handful, and you will see the same ones again.
Getting a new IP without switching to Rotating
On a Sticky session, two options:

Both keep your location and filter. Only the IP changes.
How many can I run at once?
No limit. Set Proxies quantity in the Proxy generator to produce several strings at a time.
