To use a proxy with Telegram,

2. Select Data and Storage

3. Scroll down to Proxy settings

4. Click Add Proxy

5. Select Socks5 and fill in proxy details. Save the data

6. You can see that the proxy has connected. After, click on Use Proxy to start

7. Using the proxy you will see this symbol confirming the connection

Note:

You can go to Storage and Data settings and limit automatic media download and data spent on calls. This will allow you to spend less proxy traffic.
